Came up with layout to groups dots in sets of 10 for on the country maps. The layout could represent up to 360,000 lives lost. At the time I could not imagine ever needing more.

Changed the border around the country maps to black concrete and added a gray border to outline the flags (needed a color that none of the flags contained).
