I came up with a layout for the dots on the country maps that grouped them in sets of 10. This layout could represent up to 360,000 lives lost. At the time I could not imagine ever needing more.

We changed the border around the country maps to black concrete and added a gray border to outline the flags (needed a color that none of the flags contained).
